Stan Dean
District Engineer
Stan Dean oversees all of the work conducted at the Sacramento Regional County Sanitation District (SRCSD). Dean holds a Bachelor of Science degree in Civil Engineering from Lafayette College and a Master of Science degree in Environmental Engineering from the University of California, Davis.
Dean began working with the Sanitation Districts in 1993. He led the Biosolids Program and was promoted in 1995 to oversee the Engineering Section for SRCSD's Wastewater Treatment Plant. He was appointed Plant Manager in November 1997. In 2005, he became the SRCSD Division Chief in charge of operations, maintenance, engineering, administration, construction programs and laboratory services for all SRCSD treatment and conveyance facilities.
Dean became Director of Policy and Planning for both SRCSD and SASD in 2008, where he managed long-range planning efforts, regulatory and legislative affairs, wastewater source control and high level policy development. He was appointed District Engineer in June 2010.

Ruben Robles
Director of SRCSD Operations Department
Ruben Robles serves as the Director of SRCSD Operations for Sacramento Regional County Sanitation District (SRCSD). As Director of SRCSD Operations, he is in charge of operations, maintenance, engineering, administration, construction programs and laboratory services for all SRCSD treatment and conveyance facilities.
Robles began his career with SRCSD in January 1992 in the Operations Support section. From September 2005 until his August 2010 appointment, Robles served as Principal Civil Engineer. During this time, he was responsible for the development of SRCSD’s Asset Management program, recycling programs, NPDES permitting and the long-range planning efforts for the collection and interceptor systems.
Robles holds both a Bachelor's and Master's degree in Civil Engineering and a Master's degree in Business Administration from California State University, Sacramento.

Prabhakar Somavarapu
Director of Policy and Planning Department
In July 2010, Prabhakar Somavarapu was appointed Director of Policy and Planning. As Director of Policy and Planning, Somavarapu oversees the long-range planning efforts, regulatory and legislative affairs, wastewater source control and high level policy development.
From November 2008 until his July 2010 appointment, Somavarapu served as SRCSD Division Chief in charge of operations, maintenance, engineering, administration, construction programs and laboratory services for all SRCSD treatment and conveyance facilities. He began his career with the District in 1996 in the Engineering Section and later managed the Operations Support Group and Asset Management program.
Somavarapu holds a Bachelor's degree in Civil Engineering from India, and a Master's degree in Civil Engineering from New Mexico State University at Las Cruces, New Mexico.

Karen Stoyanowski
Director of Internal Services
Karen Stoyanowski has served as Director of Internal Services since June 2011. Stoyanowski oversees a variety of functions related to information technology, general administration, records management, budget, fiscal, personnel, payroll, training, purchasing, stores and warehousing.
Stoyanowski spent more than 20 years working with the County of Sacramento in many departments including Communications and Information Technology, Health and Human Services, Department of Human Assistance, Accounting and Fiscal Services and Transportation.
Stoyanowski holds a Bachelor of Arts degree in Business Economics from the University of California, Santa Barbara.

Joseph Maestretti
Chief Financial Officer
Joseph Maestretti was hired as the Chief Financial Officer in April 2011. Prior to joining the team, Maestretti was employed with the City of Stockton. Since his tenure began with the City in 1990, he held multiple positions, including Capital Improvement Program Coordinator and ultimately Budget Officer. He also served the City as the Fiscal Manager of the Stockton Police Department from 1990 to 2006. Prior to that, Maestretti served as an Auditor and Audit Supervisor with the California State Auditor.
Maestretti holds a Bachelor of Science degree in Finance and a Master of Science Degree in Accounting from California State University, Sacramento. He is also a Certified Public Accountant actively licensed in the State of California since 1987.

Claudia Goss
Public Affairs Manager
Claudia Goss has been with SRCSD since 2001. She and her team of communication professionals provide external and internal communication services including print and web-based communication materials for employees and external audiences; media relations; public outreach and education programs; public meeting facilitation; communication counsel and training; event management; strategic planning; project management; and contract management. The Public Affairs Office provides a wide range of communications support for expansion, rehabilitation and repair and maintenance projects - from design through construction. They also work on several projects for the Sacramento Regional Wastewater Treatment Plant.
Goss earned a Bachelor's degree in Government/Journalism from California State University, Sacramento. She spent several years in local magazine work, involved in editing, writing and graphics. Goss later spent 14 years with the Southgate Recreation and Park District in various positions from Public Information Officer to General Manager.
